Meeting Minutes

October 19, 2013

Lundy Center, South Williamsport, PA

 

State Coordinator Glen Fiebig called the meeting to order at 11:55 a.m.  Roll call was taken by sign in sheet.  Districts represented: 1, 2, 3, 4, 5, 9, 10, 11, 13, 15, 17, 18, 19, 21, 23, 25, 26, 27, 29, 30 and 32.  Absentee ballot proxies were presented by Mario Adore representing District 11 and Scott Smith representing District 25.  Don Soucy, East Region Director and Liz Brown, Little League Director of Marketing, were also present.

 

Motion to approve the meeting minutes of April 13, 2013 was made by District 30.  Second by District 26.  Motion passed.

 

Motion to approve the finance report dated October 19, 2013 was made by District 17.  Second by District 9.  Motion passed.  Report attached.

 

PRESENTATION

 

Liz Brown gave a presentation on marketing the Little League program, including the use and misuse of the Little League trade name, getting and retaining players and resource materials for league presidents and coaches.

 

OLD BUSINESS

 

District 17 moved to grant a request from District 15 to host the Big League Baseball and Big League Softball state tournaments at Mansfield University for the next three years.  Second by District 30.  Motion passed.

 

NEW BUSINESS

 

Tournament Calendar: District 9 moved to accept the 2014 Tournament Calendar. Second by District 15.  Motion passed.

 

Junior League Softball State Tournament: District 9 moved to grant a request from District 13 and Berwick Little League to host the Junior League Softball state tournament for 5 years following the 2014 tournament.  Second by District 26.  During discussion it was also proposed to do the same for the Senior League Softball state tournament.  That decision will be made later.  The motion passed.

 

Tournament Play Format: District 1 moved for the state association to mandate that section and state tournaments that have an odd number of participating teams or have four or less participating teams use the double elimination format.  Second by District 2.  After discussion the motion was withdrawn.  District 18 moved to mandate that all section and state tournaments, except for Big League, use the double elimination format.  Second by District 30.  The motion passed.  It was also decided to assign sections to slots on the bracket.  That format will be emailed out for review.

 

District Administrator Shirts: District 17 moved purchase shirts for all the District Administrators. Second by District 9.  The motion passed.  Mike Serino will get pricing information to Bill who will put together an order form to send out to all.

 

EAST REGION REPORT

 

Don Soucy reported on the following

·         Recognized Bernie Kozen for his heroic act of apprehending a gunman at a township meeting. 

·         The upcoming International Congress on April 4 to 7, 2014.  He encouraged all District Administrators to discuss rule changes with their leagues and to present other agenda items using the form provided by headquarters.

·         Requested that all District Administrators contact their leagues to check and update information on the Little League Data Center before league packets are mailed out at the end of October.

·         The upcoming DA clinic on November 2nd & 3rd and starting with dinner at Nucci’s on Friday evening November 1.

·         Rates for 2014 – insurance $28 per team, major & below, $57 per team Junior, Senior and Big League – charter $16 per team

·         East Region is down 46 charters and 2,101 teams in 2013, a 4.13% decrease

·         Pennsylvania is down 3 chargers to 414 and 229 teams to 10,069, a 2.22% decrease

 

Next meeting date would normally be scheduled for April 12, 2014, but since that is was right after congress the date was set for March 22, 2014.  Time and location to be announced.

 

Motion to adjourn was made by District 26.  Second by District 9.  Motion passed.
