Meeting Minutes
April 13, 2013
Lundy Center, South Williamsport, PA
State Coordinator Glen Fiebig called the meeting to order at 12:05 p.m.
Roll call was taken by sign in sheet.
Districts represented: 1, 2, 3, 4, 5, 6, 10, 11, 12, 13, 15, 17, 18, 20,
21, 22, 23, 24, 25, 26, 27, 29, 30 and 32. Don Soucy, East Region
Director, was also present.
Motion to approve the meeting minutes of October 20, 2012 was made by District
13. Second by District 26.
Motion passed.
Motion to approve the finance report dated April 13, 2013 was made by District
5. Second by District 30.

OLD BUSINESS
Glen introduced new District Administrators Bob Rodenbaugh from District 2 and
Tim Butenuth from District 20.
Steve Hoffman, new DA from district 28 was unable to attend due to an emergency
at home.
NEW BUSINESS
9 & 10 Year Old Baseball and Softball State Tournament dates:
District 15 moved to accept a proposed change in the 2013 state tournament
calendar due to the East Region 9 & 10 Baseball and Softball Invitational
tournament dates being changed to six day later.
Second by District 5. Motion
passed. Updated calendar is
attached and posted on the state web site.
Intermediate State Tournament:
Section 4 was unable to find a site for the Intermediate Division Baseball State
Tournament. KAU Little League in
District 28, who had expressed an interest in the fall to host it also declined
to host. No districts present
thought they had a league that would be interested in hosting.
Glen asked all the DAs to go back to their leagues to see if a host could
be found.
Other Tournament Locations:
The 9 & 10 Year Old Softball State Tournament will be held in District 28.
The host league will be announced after their district meeting on April
15. The 10 & 11 Year Old Softball
State Tournament will be held in District 27 at Exton Little League.
The Senior League Softball state tournament which was given up by Section
5 will be hosted by Section 3, District 13, Berwick Area Little League.
EAST REGION REPORT
Don Soucy reported on the following:

Sites for East Region tournaments in all divisions.
·
The next Little League International Congress will be held in Minneapolis, MN on
April 4 to 7, 2014.
·
The current ASAP participation for the state of Pennsylvania is 76%.
Don also announced the participation percentages for each of the
Pennsylvania districts.
·
Leagues that have not yet chartered for 2013.
Don asked all to verify that the leagues named were planning on renewing
their charter.
·
Hurricane Sandy relief – affected leagues have been given financial assistance
through Little League and Honda.
Little League is hopeful that Major League Baseball will offer assistance as
well along with more corporations.
Little League waived charter fees for those leagues that were affected by the
storm.
·
Sarah Thompson, Director of Softball, has provided Don with a rules comparison
between Little League rules and ASA rules.
He will forward it to the Administrative Assistant who will then email it
to the membership.
GENERAL DISCUSSION
Don was asked if there was much feedback to the tournament mandatory play rule
which only required that, for teams of 13 or more players, each player bat once.
At the present there hasn’t been.
Don was asked for clarification of whether approved composite Little League bats
could be used by players in the intermediate division.
Discussion on the wording of the rule followed.
Don said he would find out and that information would be distributed to
the membership.
Next meeting date is scheduled for October 19, 2013.
Time and location to be announced.
Motion to adjourn was made by District 26.
Second by District 22.
Motion passed.
