Meeting Minutes

October 15, 2011

Lundy Building, South Williamsport, PA

 

Documentation Note:  Election for the position of State Coordinator was conducted in September with nominations via email and balloting by paper ballots via regular mail.  Glen Fiebig was elected for a third three year term.

 

Prior to the meeting Marc Shoenfelt from B2B (Back to Basics) Baseball & Softball Academy gave a presentation of the coaching clinics they put on, stressing the importance of giving Little League coaches the tools they need to provide an enjoyable and rewarding experience for Little Leaguers to help keep them in our program and at the same time improve the quality of play.

 

State Coordinator Glen Fiebig called the meeting to order at 12:15 p.m.  Roll call was taken by sign in sheet.  Districts represented: 1, 4, 5, 6, 8, 9, 10, 12, 13, 15, 16, 17, 18, 19, 20, 24, 25, 26, 27, 29, 31 and 32.  Absentee ballot proxies were presented by Scott Smith representing District 25 and John Berti representing Districts 16 and 31.  Don Soucy, East Region Director was also present.

 

Joe Flintosh was introduced as the new District Administrator for District 20.

 

Motion to approve the meeting minutes of April 9, 2011 was made by District 15.  Second by District 12.  Motion passed.

 

Motion to approve the finance report dated October 15, 2011 was made by District 26.  Second by District 13.  Motion passed.  Report attached.

 

OLD BUSINESS

 

Tournament Reports:  It was reported that snow fence was used as an outfield fence for the 10 & 11 Year Old Softball state tournament.  No other issues were reported.

 

NEW BUSINESS

 

Tournament Calendar:  Motion to approve the 2012 Tournament Calendar as distributed was made by District 6.  Second by District 29.  All were reminded that although all tournaments except Major Softball show beginning dates of July 1, they can begin before that date if necessary, provided permission is received from East Region Headquarters.  Motion passed.

 

Proof of Residency Documentation:  Various issues that came up during tournaments were discussed.  It is important that all DAs are on the same page as far as what is acceptable and what is not.

 

50/70 Program Update:  Only one district of those present had any leagues that ran a 50-70 program.  The biggest issue with participation in the program is field availability.  There is ongoing studies and research concerning the program.

 

EAST REGION HEADQUARTERS REPORT Don Soucy reported on the following:

 

Fall DA Clinic:  Don announced that there will not be a clinic this fall.

 

East Region Advisory Board:  Joe Wendler continues to serve on the board.

 

Charter and Insurance Fees:  Charter fees would have a small increase while insurance fees will rise to $28 per team for Major League and under and $57 per team for Junior and Senior Leagues.

 

Statistics:  East Region has 144 DAs, 1,912 leagues and 52,558 teams and remains the largest region.

Pennsylvania changes between 2010 and 2011 are as follows:  leagues – 430 to 417, teams – 10,480 to 10,424.

 

Umpire Resume Forms:  Must be submitted by November 1st.

 

A.S.A.P.:  East Region is below that national average in percentage of leagues with plans.  Don stressed the importance of DAs to encourage all our leagues to participate.

 

Road Shows:  Any districts interested in hosting a Road Show should contact Corey or Patrick.

 

GOOD OF THE ORDER

 

Barb Holovka was recognized for being named to the Somerset County Sports Hall of Fame.

 

Greg Brouse asked Don about the possibility of going back to a Junior League program with only 13 year olds, Senior League consisting of 14 and 15 year olds with 16 year olds to Big League.  Most DAs agreed that participation in the upper levels dropped off with the change in ages several years ago.

 

Next meeting date is scheduled for April 14, 2012.

 

Motion to adjourn was made by District 9.  Second by District 26.  Motion passed.
