Minutes

Administrative Assistant Bill Dithrich called the meeting to order at 12:00 p.m. in the absence of State Coordinator Glen Fiebig due to illness. Roll call was taken by sign in sheet. Districts represented: 1, 2, 3, 4, 5, 6, 7, 8, 11, 12, 15, 16, 17, 18, 19, 20, 23, 24, 25, 26, 27, 29, 30, 31 and 32. Absentee ballot proxy was presented by John Berti representing Districts 16/31. Also present were Don Soucy, East Region Director and Sara Thompson, Director of Little League Softball.

There were no additions, deletions or corrections to the meeting minutes of 6 November 2010 and were approved as distributed.

Motion to approve the finance report dated 9 April 2011 was made by District 5. Second by District 6. Motion passed. Report attached.

Tournament Reports: Bill announced that all the state tournament packets are posted on the state web site. There are a couple of tournaments that do not have game dates and times and Bill requested that as soon as that information is determined it be submitted to him. Frank Germino stated that the dates on the Little League Baseball packet hosted by State College Little League needed changed to a day later to allow for the mandatory three days between levels of tournament play.

50/70 Program Update: District 6 raised the question concerning the tournament prospects for the 50/70 Division. Several different options of running the program were discussed. Sara Thompson stated that Little League International is still gathering feedback from leagues and that will continue before any tournament decisions are made.

Sara Thompson, Director of Little League Softball: Sara gave a presentation on the opportunities for leagues to create or build softball divisions. She discussed options for 12 year olds and the opportunity for leagues to host weekend special games. This is outlined in the document available on line at http://www.littleleague.org/Assets/forms_pubs/SpecialGamesGuidelines_Softball.pdf. Don Soucy announced the Little League Softball East Region Tournament is being held at East Region Headquarters from 22 July to 30 July 2011 with teams arriving on the 21^st.

EAST REGION HEADQUARTERS REPORT – Don Soucy reported on the following items:

· State tournament dates and sites will be needed to be submitted to Corey Wright by 12 May 2011. As all state tournament information is currently on line the information is ready to submit.

· The Little League Baseball East Region tournament is beginning a day earlier this year.

· District tournament start date is 27 June 2011 for all divisions except for Little League Softball with a date of 19 June 2011.

· The 9 & 10 Year Old Baseball East Region Invitational Tournament will be held again in Cranston, RI running from 30 July to 7 August 2011.

· The 9 & 10 Year Old Softball East Region Invitational Tournament will be held again in Fleetsville, PA running from 30 July to 7 August 2011.

· Don emphasized the importance of leagues having boundary maps at their sign-ups to reduce the residency issues that arise.

· Residency waivers can only be considered after four conditions have been met; a waiver form submitted that is signed and notarized by the parents stating that the waiver applies for regular season play only, signed by the league president releasing the player, signed by the league president accepting the player and a letter from by the District Administrator approving waiver.

· Don congratulated Mike Serino on his election for nomination to the East Region field representative to the International Board of Directors.

Frank Germino thanked the association for the financial assistance that was given. It was very much appreciated.
